AthenianRazak is managing the $276M redevelopment of Montgomery County’s office and court complex in Norristown, PA based on the strategic plan we prepared in 2015. The plan aligned the goals of various project participants and defined methods for making key decisions and communicating with stakeholders. Working with the County team, we identified key stakeholders including users, building operators, administrative leadership, elected officials, partner organizations and the public-at-large, and broadly identified their roles

As part of building an effective and inclusive project process, we assembled existing data (conditions analyses, repair estimates, and program needs/space requirements), gathered diverse view points and facilitated the reconciliation of views among stakeholders. We created alternative concept plans, vetted options for temporary sites, and analyzed each option’s impact in terms of time, cost, and benefit. The project included analyses of approximately 500,000 sq ft of tenant space, including options for restacking/relocation plans.

In December 2015, the County adopted our recommendations to proceed with a $276 million redevelopment of the Norristown complex. The multi-phased project is comprised of four major segments: reskinning the occupied One Montgomery Plaza office building, a new addition and renovating the existing courthouse and creating a significant addition, redesigning and expanding Hancock Square, and renovating the interior of One Montgomery Plaza.
